At this Wednesdays regular meeting of the council, I will publicly communicate my proposed amendments to MultCo_Gaza_ceasefire_resolution_2024-016 A-3-16 Engrossed I will ask you to notice this for discussion the following week's agenda, or at your next available convenience.

In my capacity as chief advocate of the Rose City Iron Front, I will be independently lobbying Multnomah and Clackamas counties to adopt the engrossed resolution. It would empower my lobbying efforts to also speak on the City council's behalf, if it were adopted. I will be lobbying city hall tomorrow and available to hear feedback and opinions from you or your policy advisors and public relations staff, and I will incorporate your good-faith improvements a priori of going public with the proposal on Wednesday morning.

In my capacity as the volunteer foreign minister of the City of Portland to the three County Commissions and the Metro Council government, I will re-affirm your resolute condemnation given Oct. 11th of last year, of the “Al-aqsa flood” massacres and mayhem. In the words of Mayor Wheeler speaking by unanimous consent of the council: “Terrorism in all its forms is a threat to peace, prosperity, and the values of our [County]. We vehemently oppose and denounce the actions of Hamas”

I request the auditor to present me with the report on city and county response to the anti-police riots of 2020, so my public diplomacy is better informed.

If there is a general orientation for city volunteers, please have your staff inform me when and where. If there is an orientation for volunteer Attorney's and paralegals, or law clerks, it would improve my ability to work with their office. The Foreign office should report directly to the Mayor, but it could be temporarily housed with Emergency Management, Public Safety, with the Attorney, the Clerk - or my probable favorite - with the Auditor.

Your authorization is sought to receive advice from the City Attorney for public interest law projects undertaken on behalf of Portland in alignment with Council policy and the general welfare, against bad actors from out-of-state, against irresponsible commercial entities, and against Multnomah or other surrounding jurisdictions that are morally confused and negligent in public order and accessibility, or with whom we fail to adequately co-ordinate on shared policy goals.

My emailed letter to Commissioner Brim-Edwards manifested our complaints against the County, and notified them of my intent to take civil action, alleging a neglect of official duty-to-care and seeking equitable relief and orders of specific performance. Although we should hope that it does not remain necessary, this must not be an idle threat. Therefore I ask you to temporarily re-assign one or more City Attorneys or paralegal staff to the Department of the Special Prosecutor in the Foreign Office, and consider an appropriation in next year's budget for a dedicated hire.

This may have a tangential benefit of improving morale in the police department, and recruitment efforts aimed at ensuring accountability. But if the government isn't accountable, why should the police have to bear the brunt of public indignation at it's dysfunction? There may be a moral logic at work in their efforts to avoid accountability, which is not as vicious as it seems on the surface. Nevertheless, they should be accountable, as should we.

Also, public diplomacy should improve the jury pools and can assist in outlining the city's position in voir dire and opening arguments, which will improve the success rate of the City Attorney in defending against these unacceptably large payouts to rioters who were injured or insulted in the process, or at least stop our capitulations to them. I was mildly injured many times, but I deserved it - I was informed by police loudspeakers of the risk I was taking in remaining on the premises of an unlawful assembly declared as a riot, and I accepted it as did we all. At some point, the city needs to stop abdicating moral authority, and engage.

The simpletons should be educated on the facts which their preceptors withheld from them, and the pro-terrorism activists who have flooded your meetings these last months, should be informed of our intent to uphold rule of law, and to to reject rule by big men with guns or by mobs with raised fists. Else their continued shutdowns of city streets and bridges, organized by PFLP/Samidoun and in solidarity with Hamas and Palestinian Islamic Jihad, threatens the peace and dignity of this city and perhaps also the life and health of its citizens.
