===Proposed amendments=== 
We .... do hereby proclaim April 15-May 19, 2024 to be Lights Out Portland Month In Portland, 

and encourage Portlanders **and Portland property managers, planned community developers, and enhanced service districts** 
     * to pledge to extinguish unnecessary exterior lighting every night during peak migration
     * to turn off their interior and exterior lights from 11:00 pm until **one hour before** dawn daily, and 
     * to get outside to view the night sky **and the sunrise**.   *

**We the city adminstrators pledge to our own commitment to "Lights Out Portland Month", and will direct the building manager of City Hall to extinguish the outdoor lighting of our own building during these hours, and will direct the Parks and Recreation department to comply with this schedule, in all public spaces that it manages.**
